Construction Complete November 2023
The Muggs Hill Road Ford Crossing upgrade in Torrens Park is now complete, and we thank residents for their patience as we undertook this important project.
Construction took longer than expected as a gas main was located, and up-stream and downstream works were paused until it could be relocated. During this time the ford crossing was reinstated for vehicle use, which is why you may have seen stormwater flowing over the crossing temporarily.
The stormwater system has now been upgraded from one (1) to three (3) pipes upstream of the crossing and underneath the road crossing. Rocks have been placed to protect the creek bed from erosion, and create natural rock pools.
New heritage information signs about the significance of the area have been installed along with depth indication markers.

Thank you for your ongoing patience while we undertake this important upgrade to the historic ford crossing site at Muggs Hill Road, Torrens Park.
The ford crossing section of the road has now been renewed at existing levels, which was a key component of the feedback received during the consultation period. Heritage signage has also been installed detailing the history of the site and its significance to the local area.
The stormwater system has been upgraded from one (1) to three (3) pipes upstream of the crossing and underneath the road crossing. The downstream pipes have not yet been installed as work was required to relocate gas mains that were not at the service depth originally indicated.
During these works, rainfall has silted up the installed pipes which is why you may see water flowing over the ford crossing. These pipes will be cleared out before the remaining downstream pipes are installed.
Now that gas main relocation is complete, Council's contractor is scheduled to return in the coming weeks to complete the remaining works which includes scale protection of the creek bed and installation of depth markers.
Background
In 2021, we asked for your feedback on our plans to upgrade the ford crossing at Muggs Hill Road, Torrens Park, to reduce the likelihood of road closures due to flooding.
70% of feedback received was from Torrens Park residents and those located in close proximity to the ford crossing.
The feedback identified that the highest priority for the location is to preserve the Mitcham Village historic amenities unique to the area by retaining the ford crossing.
Following meetings with various stakeholders we progressed a detailed design to renew the ford “as is” with some minor upgrades of an additional stormwater pipe under the road and a larger stormwater pit upstream within the creek to improve service levels. The works will include some minor creek works including scour protection in the form of natural stone, and renewal of the road through the ford section to retain the existing road levels.
These works have been tendered for construction and are commencing in April of 2023. This timeframe is to align with school holidays to reduce impact to the adjacent childcare and school, and to undertake works within the creek prior to the wet season.
Construction of the ford crossing will require temporary road closure at Muggs Hill Road to enable construction works and stockpiling of materials. Detour signs will be setup and all driveway access will remain accessible throughout the project.
An external arborist has been procured to oversee the works to ensure the adjacent significant tree within the creek is safeguarded during construction.
