The community consultation findings on the draft 2024/25 Annual Business Plan, Budget and Long-Term Financial Plan, and the draft Four Year Delivery Plan Priority Investments will be considered by Council at a Special Council meeting on Tuesday 4 June 2024.

The City of Mitcham invited feedback on two proposed budget options for its draft 2024/25 Annual Business Plan, Budget and Long-Term Financial Plan, which focuses on addressing climate change impacts and building places for our community.

We were seeking feedback on two options; a proposed average rate increase of 6.75% or a rate increase of 5.68%, resulting in an average rise for a residential property of approximately $141 or $119 respectively.

In this draft plan we are seeking feedback on an option for a rate increase of 6.75%, or an average rate rise of $141, aimed at maintaining existing services, addressing cost shifting, honouring multi-year commitments and introducing new services that address climate change, create vibrant community spaces and enhance our natural environment.

We are investing in creating vibrant spaces for our community with a new Pasadena Community Centre, which will offer a range of programs for our residents. Additionally, we are committed to continuing to deliver the CC Hood Reserve master plan and upgrading the Gil Langley Building at Mortlock Park along with installing new lighting for the oval.

We remain committed to addressing climate change by our investment into initiatives such as Water Sensitive Urban Design, the enhancement of landscaping and greening of our verges, the extension of our stormwater network, and the provision of green bins alongside the recycling of old ones.

Additionally, we are prioritising investments in our natural environment by establishing an ongoing Tree Assistance Fund to aid residents in caring for large trees on their properties as well as increasing our tree maintenance and ensuring the upkeep of garden beds and road reserve along South Road.

Mayor Dr Heather Holmes-Ross said, While our second option of 5.68%, maintains existing services, addresses cost shifting and honours multi-year commitments it does not include new services such as the ongoing Tree Assistance Fund to help residents care for the large trees on their properties, the increase in tree maintenance or the maintenance of garden beds and road reserves along South Road.

Both proposed budget options reflect the increased costs of providing existing services to our community, further capital investment and cost shifting. Heather said, “We have worked hard to find $500,000 in efficiencies and financial savings.”

Our cost savings have been driven by Council’s support of the community renewables bulk buy initiative, along with other councils joining this program, which has led to the establishment of the City of Mitcham virtual power plant. These initiatives contribute to our goal of achieving 100% green energy and facilitates the expansion of electric vehicle chargers network.

Significant capital renewal expenditure of $20.2 million and new capital investment of $48.3 million from year’s 2-10 in the Long Term Financial Plan are allocated for asset and infrastructure replacement, ensuring the ongoing maintenance and improvement of essential facilities.

Mayor Dr. Heather Holmes-Ross emphasised the significance of community feedback, stating, "These options offer a balance between maintaining essential services and investing in critical areas like climate change resilience and safety measures. We urge residents to review the draft plans and share their input."

In addition to Council's Draft Annual Business Plan, your feedback is invited on Draft Priority Investments (new services and projects) for the next four years. This feedback will help shape Council's Four Year Delivery Plan for 2024/25 - 2027/28.

Residents can access the Draft Annual Business Plan and Draft Priority Investments for Years 2-4 from 21 April at the City of Mitcham Civic Centre as well as online.
