Consultation has concluded

Full Council Meeting 14 October 2025 

Council has provided in-principle support for the Kingswood Tennis Club’s preferred design (Attachment A) to upgrade their existing clubroom at Batchelor Reserve, Westbourne Park. While the design is endorsed, minor modifications may be made by Council Administration to ensure the best outcome for the community.

In addition, Council has approved the lodgment of grant applications by both the Kingswood Tennis Club and Council to secure further funding for he project.

Project Funding Overview

  • Total capital cost: $851,000
  • Offset by: 
    • $70,000 in budgeted renewal (brought forward)
    • $100,000 currently budgeted
    • $516,000 in external funding (grant applications)
  • Net increase to Council’s cash requirements: $165,000

Ongoing Operating Costs

  • Annual cost: $32,031
  • Offset by: 
    • $20,511 already budgeted (from a prior Council decision)
  • Additional operating cost to be raised: $11,520 
    • This equates to a 0.02% rate increase next financial year

Thank you for providing your feedback. Consultation has now closed. A report, which included feedback from the consultation, was presented to Full Council on the 23 August 2022 and the CLMP for Batchelor Reserve has now been adopted.

A Draft Community Land Management Plan (CLMP) was prepared for Batchelor Reserve to facilitate changes and improvements to the Reserve.The CLMP will provide a specific set of management directions catering to the reserve, its purpose, unique environment and users.

Feedback was sought to ensure the CLMP prepared by Council reflects the core values of the community and delivers a clear vision for the important role community land plays in building a healthy, connected community.

Batchelor Reserve

Batchelor Reserve is located at 118 Angas Road, Westbourne Park with additional street frontages at 14 Harvey Avenue and Norseman Avenue. It also has pedestrian access via Goodwood Road, Westbourne Park. The reserve comprises six tennis courts, a clubroom building, gazebo, picnic tables, playground and on the northern side of the reserve facing Harvey Avenue a small building currently used by Council for storage.

The survey closed at 5pm Wednesday 1 December 2021.
