Shared Vision for the Future of Winston Avenue
Winston Avenue is an important local street that connects neighbourhoods, local shops and community spaces. Council is preparing a Winston Avenue Urban Design Framework to help guide how the street could improve and evolve gradually over time.
Why is Council doing this work?
Winston Avenue has been shaped by many changes over time, including traffic pressures, surrounding development and major infrastructure projects such as the South Road upgrade. Through previous studies and engagement (including LATM consultations), Council has heard consistent feedback about safety, comfort and the overall quality of the street environment.
Rather than responding on a case-by-case basis, Council is taking a planned and staged approach. The Urban Design Framework is intended to:
- bring together what Council and the community already know about Winston Avenue;
- clarify the street’s long-term role and character, beyond individual traffic treatments; and
- provide a shared reference point to guide future decisions, opportunities and investment over time.
What is an Urban Design Framework?
An Urban Design Framework (UDF) is a guidance document. It is not:
- a detailed design,
- a traffic management plan, or
- a commitment to specific projects or funding.
In simple terms, the Winston Avenue Urban Design Framework will:
- describe a shared vision for how the street should feel and function in the future;
- set out principles to help balance movement, safety and placemaking;
- identify priority locations and themes where improvements would add the most value; and
- support better coordination of future decisions over time.
The Framework does not replace traffic studies or engineering assessments. Those processes will continue to be led by Council’s technical teams where required.
What has happened so far?
Council has been working on this project over several years through:
- earlier Council workshops exploring placemaking and the future of Winston Avenue;
- Local Area Traffic Management investigations and related community engagement;
- a community information-gathering session held in March 2026; and
- a Council Member co-design workshop in April 2026, where elected members tested and refined emerging ideas before wider community engagement.

What happens next?
A report outlining the next steps for the Winston Avenue project is scheduled to be considered by Council at its meeting on 12 May 2026.
If Council endorses the draft Urban Design Framework for community engagement:
- broader community consultation is anticipated to commence in May 2026;
- this page will be updated to include the draft Framework, supporting information, and clear ways to provide your feedback.
After consultation closes, Council will consider a further report summarising what the community told us and seeking endorsement of a final Urban Design Framework.
How can I have my say?
When consultation opens, there will be several ways to share your feedback, including:
- online feedback through this Your Say page; and
- opportunities to provide feedback in person, with details to be shared once consultation begins.
Council is keen to hear from residents, businesses and anyone who uses Winston Avenue. Community feedback will help refine the Framework before final decisions are made.
