A report was presented to Council that provided the results of the community engagement in relation to the leasing and licensing of the Karinya Reserve Community Hall and sort direction on whether to grant the proposed leases to the Eden Hills Scouts and Blackwood Rotary Club for exclusive use over portions of the new facility and a licence to the Eden Hills Scouts for their nominated times (noting at all other times the hall is available for hire) for use of the community hall at Karinya Reserve.

Council resolved to issue a:

Council resolved to issue a:

  • 10 year lease to the Eden Hills Scouts over the storage area*
  • 10 year licence to the Eden Hills Scouts over the community hall*
  • 10 year lease to the Blackwood Rotary Club over the storage area.

* With further community to be conducted in two (2) years time on a 10 year right of renewal, to extend the lease by a further 10 years from 2034 to 2044, subject to a further report to Council.

We invited the community to provide feedback on whether Council should grant Eden Hills Scouts and Blackwood Rotary Club with 10 year leases for use of storage sheds and the Eden Hills Scouts with a 10 year licence for use of the hall at the new Karinya Reserve Community Hall.

Background

The Eden Hills Scouts have leased the scout hall at Karinya Rotary Reserve, Eden Hills since the early 1960s. At the time of demolition, the existing facilities were over 60 years old and required major repairs to fix the leaking roof, failing floorboards, upgrades to the kitchen and bathroom and provision of disabled bathroom facilities. The Scouts have received $580,000 in Federal government funding to improve the facilities, with further contributions from Eden Hills Scouts of $100,000 and Council it was decided that the current scout hall would be demolished, and a new scout hall built in its place.

The new facility includes:

  • Large Hall
  • Office
  • Entry area
  • Large Kitchen
  • Unisex Bathroom, including Disabled Bathroom
  • Large Tent Drying / Store Area with roller door access
  • Upper storage area

Not only will this new facility be home to the Eden Hills Scouts and provide much needed storage for the Blackwood Rotary Club it will also be available for hire by the community.

The new Karinya Reserve Community Hall is due for completion in July 2024. This new facility will house the Eden Hills Scouts and Blackwood Rotary Club and be available for the community to use as a hall for hire. Council is proposing to issue Eden Hills Scouts and Rotary with 10 year lease of storage sheds attached to the building and the Eden Hills Scouts with a 10 year licence for use of the hall.

Feedback was sought to ensure that the community support the issuing of long-term agreements for the use of the land and to ensure the facilities use reflects the core values of the community and delivers a clear vision for the important role community land plays in building a healthy, connected community.

    A new shared use community facility is now open at Karinya Reserve, Eden Hills.

    The Karinya Reserve Community Hall replaces a 60-year-old Scout hall and 30-year-old Rotary shed and includes a community hall, toilet facilities, a meeting room, kitchen and storage.

    As well as providing a new home for the Eden Hills Scout Group and Rotary Club of Blackwood, the facility will be available for hire by the public for private events.

    The Hall features the artwork of artist Adam Poole-Mottishaw whose design was inspired by the users of the facility and the surrounding reserve. Adam incorporated feedback on design from local youth, Eden Hills Scouts, Blackwood Rotary Club and Trees for Life volunteers.

    Launched in December, the project was co-funded by $580,000 from the federal Department of Infrastructure, Transport, Regional Development, Communications and the Arts, $956,000 from City of Mitcham and $100,000 from Eden Hills Scout Group.

    City of Mitcham Mayor Dr Heather Holmes-Ross paid tribute to architect Troy Owen, Partek Construction and the City of Mitcham team who delivered the project within six months, and to the Eden Hills Scout Group for their fundraising efforts.

    “It is really terrific to see a community group putting so much effort in and it just shows how much it means to this community.”

    Member for Boothby Louise Miller-Frost MP praised the new facility, highlighting its significant upgrades and improvements over the previous building. She emphasized how the modern structure addresses the challenges faced by its predecessor, providing a safer and more suitable environment for its users.

    “It was a very tired building that was well past its use-by date,” she said. “Congratulations to the City of Mitcham; this is a great facility for your local community.”

    Scouts SA District Commissioner Amy Battams thanked local families who had been travelling to Aberfoyle Park while they waited for a new Hall.

    “The families and members of this Scout group worked very hard to raise $100,000 to contribute to the building,” she said. “It’s taken many years to get this project up and running and it’s all been worth it.”

    Rotary Club of Blackwood President Martin Rowe said the project was a “big deal” for his group.

    “The old shed was getting tired, a bit leaky and causing a few problems,” he said. “Our new shed is bigger, wider, higher and brighter. We’re very grateful.”
