Community Consultation Outcomes - Full Council Meeting 9 September 2025

At the Full Council Meeting held on 9 September 2025 a report was presented to Council to present the results of the community consultation for the Waite Street Reserve Upgrade and seek direction in relation to the development of the detailed project design.

Council acknowledged the community feedback received and endorsed the next stage of detailed design based on the plan presented to community with the incorporation of a basketball hoop, and investigating the feasibility and cost of a water feature with in-ground sprays which would allow for full body water play.

Council also supported the removal of eight Desert Ash trees from the reserve. These trees are declared weed species, and their removal will support the growth of new species. As part of the detailed design process, we will explore whether it is feasible to temporarily retain up to three of these trees (for up to 10 years), allowing time for newly planted trees to grow before their removal.

Council also supported the removal of three Desert Ash trees near the northeast corner of Young Street and Waite Street during the upgrade, as their location near drainage channels increases the risk of spread of this weed species.

Background

Since 2016, the City of Mitcham has been working towards creating a vibrant new heart for the Blackwood District Centre. This major investment began with Council’s commitment to the strategic development of the area, including a brand-new combined library and community centre and the renewal of Waite Street Reserve.

Following the opening of Tiwu Kumangka, we are turning our focus to upgrading the rest of Waite Street Reserve so it connects with this exciting new community hub. We want the reserve to continue being a special place for everyone, whether you are there to play, relax, connect with nature or celebrate community events.

In 2020, Council developed a concept design for Waite Street Reserve which was presented to the community for consultation. Following the construction of Tiwu Kumangka in part of the reserve, the original design required reconsideration. Key differences include a stronger focus on biodiversity and tree planting, connectivity improvements and removal of the half basketball court to create a focus on more passive recreation, and a greener, cooler more biodiverse reserve that could attract multi-generational use and events.

A Cultural Heritage Survey undertaken in 2022 recommended co-design with Kaurna representatives, and we are proud that the concept design now reflects Kaurna culture and values throughout the reserve. Kaurna Yerta Aboriginal Corporation (KYAC) has formally supported the design, which aims to build a stronger connection to Country.

The Waite Street Reserve Upgrade and redevelopment of Young Street are supported by a $1.6 million Commonwealth Government Investing in Our Communities grant, plus matching support from the Council, and an additional $400,000 grant from the Government of South Australia through their Planning and Development Fund | PlanSA.

What is the vision for Waite Street Reserve?

Working with landscape architects Aspect Studios, and drawing on feedback from the community, including local students, the updated concept design focuses on creating a calm, green and inclusive reserve. Key priorities include:

  • Greening, biodiversity and trees: More native trees and plantings to boost local biodiversity
  • Connection to Country and nature: Design elements inspired by Kaurna culture and connection to the natural landscape
  • Connectivity and access: New accessible pathways that link Tiwu Kumangka, the reserve, and the broader community precinct
  • Multigenerational use: Spaces that welcome everyone, from children and young people to older adults
  • Open space: Plenty of room for events, gatherings and everyday enjoyment

The project aims to incorporate the following elements:

  • Co-designed elements with Kaurna representatives to honour culture and Country
  • Open green spaces and a hardstand area for markets, performances, and events
  • More trees, natural shade, and picnic spaces
  • Exciting new playgrounds and recreation areas for young people
  • Clear, accessible pathways connecting Tiwu Kumangka, the reserve, and community corridors
  • Safer bicycle paths and bike parking
  • Upgraded lighting to make the reserve welcoming day and night
  • New public art celebrating local stories and culture
  • Modern park furniture — shelters, seating, tables, a drinking fountain, and barbecues
  • Beautiful landscaping with new footpaths, gardens, and lawns
  • Cultural artworks embedded throughout the reserve
