Share your feedback on proposed traffic and safety improvements

As part of the City of Mitcham’s ongoing work to improve how people move around the city, we have received valuable feedback from residents in Melrose Park, Clarence Gardens, St Marys and Pasadena. We have heard from you concerns relating to the speed of vehicles and more traffic using local streets especially during busy times and from vehicles that come from outside the area.

We also understand the upcoming River Torrens to Darlington (T2D) section of the North-South Corridor upgrade by the Department for Infrastructure and Transport (DIT) is raising concerns about how traffic may impact local roads.

In response, we have initiated a Local Area Traffic Management (LATM) review for these suburbs. Based on what the community has told us; we are exploring a range of improvements to make local streets safer. These are now being shared for your feedback and are subject to further Council funding.

Considerations for further safety improvements (Stage 2 Community Engagement) - Consultation closes Monday 15 September 2025

Based on community feedback, Council has developed the following safety improvement options and interventions in Melrose Park, Clarence Gardens, St Marys and Pasadena which are now subject to further localised community consultation:

Road Monitoring Program

  • Ongoing traffic monitoring as part of this program to identify emerging traffic issues resulting from the North-South Corridor, Torrens to Darlington (T2D) project on several streets including Cashel Street, Rothesay Avenue, Corunna Avenue, Price Street, Bideford Avenue and Winston Avenue.

St Marys

  • Safety improvements around the St Bernadette's Primary School precinct (Ragless Street and Crystal Avenue, St Marys)
  • Traffic calming measures to reduce speeding and manage traffic volumes on Merriton Avenue and Ragless Street in St Marys
  • Address parking and traffic issues in the St Marys local area adjacent to South Road (involves direct engagement with impacted residents and businesses)

Melrose Park

  • Safety improvements around the Edwardstown Primary School precinct, including potential crossing enhancements and traffic controls (Edward Street and Maria Street, Melrose Park).
  • Traffic calming measures to reduce speeding and manage traffic volumes on Corunna Avenue and Wheaton Road in Melrose Park.

Clarence Gardens

  • Traffic calming measures to reduce speeding and manage traffic volumes on Albert Street and Winston Avenue in Clarence Gardens.
  • Traffic calming measures to reduce speeding and manage traffic volumes on Gladys Street and Winston Avenue in Clarence Gardens.

Pasadena

  • Alleviate parking issues on Forbes Street in Pasadena (Pasadena Shopping Centre).

Background - Stage 1 (40 km/h speed limit)

Council received more than 1,000 responses, reflecting a wide range of community views. This feedback, along with the proposed recommendations, will be presented to Council along with Stage 2 community feedback in late 2025.

Following the commencement of the South Road Project, the City of Mitcham received several community feedback submissions regarding traffic-related concerns, with the majority requesting to consider the implementation of a 40 km/h speed limit.

As Council does not have the authority to set or manage speed limits, we are required to apply to the Department for Infrastructure and Transport for approval. Below is the process we are following to make sure all the right steps are taken to consider changing the speed limit. Our Traffic and Transport team have undertaken Stages 1 to 3 which support lowering the speed limit across the area to 40km/h.

Following Stage 2 consultation, a report summarising the feedback will be presented to Council for consideration. If the proposal is supported by both the community and Council, an application will be submitted to the Department for Infrastructure and Transport to approve the speed limit change.
