Pedestrian refuge to proceed to detailed design

Based on community feedback, we are proceeding with the pedestrian refuge at the proposed location and moving to the detailed design phase. The proposed crossing will function as a pedestrian refuge and include kerb ramps on both sides of the road and traffic refuge islands in the middle, providing a safe and accessible crossing point for pedestrians entering the reserve. Positioned next to the planned new playground, visitors can conveniently park in Eliza Place. While the construction of this refuge may slightly impact parking, it will greatly enhance traffic management by encouraging slower speeds through the addition of islands, line markings and signage.

Consultation feedback on pedestrian refuge

Location: Community concerns were raised about the proposed location of the pedestrian refuge. The chosen location meets Australian standards, is conveniently near bus stops, and allows safe pedestrian crossing. Moving it could cause sight line issues and driveway conflicts.

Parking: The introduction of a "No Stopping" zone to meet pedestrian refuge standards will result in the loss of 2-4 parking spaces. Although some community members are concerned about the impact on local parking, surveys indicate ample parking near CC Hood Reserve. The minor parking loss is considered acceptable given the safety benefits.

Type of Crossing and Speed Management: Alternative crossing options, such as wombat or zebra crossings, were explored but these would require additional infrastructure needs, result in further parking losses and potential change to the existing bus zones. Traffic speeds were also raised: the Council monitors and reports speeding issues to SA Police, encouraging residents to do the same via Traffic Watch.

Background

We invited feedback on the proposal to install a new playground and pedestrian refuge at CC Hood Reserve in Eliza Place, Panorama.

Our goal is to install updated playground equipment that accommodates a broader range of children's age groups. The new playground will be situated on the eastern side of the reserve, adjacent to the northern side of the toilet block and pathway.

This project is funded by the Government of South Australia on behalf of the Minister for Infrastructure and Transport. This work goes towards delivering on the Malinauskas Government’s promise towards the revitalising of CC Hood Reserve by the Member for Elder, Nadia Clancy in the lead up to the state election.

The proposed crossing is designed to function as a pedestrian refuge, where pedestrians give way to vehicles. Exciting News: Construction of stage 1 to begin in 2024.

The Council has endorsed Stage 1 works of the Masterplan, which includes construction of the playground, small dog park, basketball court, junior pump track, BBQ, small soccer goals on the Oval, a central tree-lined pathway with lighting and if funding permits, additional tree-lined pathways.

These Stage 1 works will be delivered as part of a 2022 State Government election commitment by the Member for Elder, Nadia Clancy MP committed of $1 million on behalf of the Minister for Infrastructure and Transport towards the revitalising of CC Hood Reserve.

We anticipate that Stage 1 of the works will commence in early 2024 along with further consultation with the community on the playground. We are committed to keeping you informed, and the YourSay page will be regularly updated as the works progress.

During the Full Council meeting on 21 November, the Council reviewed the community consultation feedback and made key changes to the Masterplan based on your input.

The endorsed Masterplan now includes:

  • Inclusion of a basketball court
  • Relocation of the small dog park
  • Enlargement of the junior pump track
  • Inclusion of small soccer goals on the oval

    A new basketball court has been installed at CC Hood Reserve, Panorama, as part of a major upgrade of the reserve.

    The upgrade has been made possible by a $1m election commitment from Member for Elder Nadia Clancy MP. The CC Hood project also includes two soccer goals at the nearby oval, a small dog park, an additional playground, junior pump track, barbecue area, and central tree-lined pathway.

    The new court has a noise reduction backboard to minimise disruption to neighbouring residents.

    Exciting news! Construction of the new basketball court at CC Hood Reserve in Panorama is underway as part of our upgrade project. We anticipate the court will be ready by mid-June, weather permitting. Stay tuned for more updates as we bring this project to life!     The CC Hood Reserve upgrade ‘kicked off’ last week with the installation of two soccer goals on the oval.
    Next steps include the construction of a playground, small dog park, basketball court, junior pump track, BBQ and central tree-lined pathway. These works will be delivered as part of a 2022 election commitment by Member for Elder Nadia Clancy MP who pledged $1 million towards the revitalisation of the reserve.
